01 — The challengeA platform for the community to participate in broadcasting
Established in 1928, Radio Television Hong Kong, the oldest broadcasting station in Hong Kong, is the sole public service broadcaster, provides radio, television and online broadcasting services.
In 2016, VICOSYS is assigned by RTHK to develop a mobile-friendly website for “Community Involvement Broadcast Service”. RTHK was tasked to provide a platform for the community, non-government organisations and the underprivileged to participate in broadcasting, the selected programmes will be broadcast on the Digital Audio Broadcasting channel of RTHK, to enhance community involvement.
The service runs season after season, so the platform has to carry each round — proposals coming in, approvals, public and panel votes — and be ready for the next.
02 — What we builtA platform that runs every season.
- Built on CodeIgniter, with a content management system for the RTHK team to run the site.
- Online proposal submission, so members of the public and organisations can put forward programme ideas each season.
- Workflow system that takes each proposal through review and approval.
- Voting system for both the public and the judging panel members.
- Available in eleven languages — Traditional and Simplified Chinese, English and eight languages of Hong Kong’s ethnic-minority communities.
- Mobile-friendly, responsive site that follows the HKSAR Government’s web accessibility guidelines.
