SERVICE 09

eHealth Integration for clinics and hospitals.

Connect the clinic or hospital system you already run to the Electronic Health Record Sharing System (eHRSS), so your team can view records and deposit them after every visit. VICOSYS handles the integration, the security assessment and the go-live, in Hong Kong.

Viewing is easy. Depositing is where clinics get stuck.

Over 4,100 private providers are registered with eHealth and the private sector makes more than half of all record views. Yet over 99% of the 4.5 billion records shared so far come from the public sector, because most private systems were never built to upload. We close that gap for the system you have, without replacing it.

The rules now point one way: deposit, or lose access to schemes.

The Amendment Ordinance in force since 1 December 2025 simplifies patient consent and lets the Secretary for Health require designated providers to deposit designated data. Government-subsidised schemes are moving to the same requirement, and the eHealth+ Connection Certification Scheme grades providers on what they can deposit. An integration done now is the quiet way to be ready.

Scheme and certification readiness

Help with the eHealth+ Connection Support Scheme and the Connection Certification Scheme, and with the registration, consent and workflow changes that follow.

Which situation is yours?

Three connection modes, one tool for solo practices, and a lot of systems that were never designed to upload. These are the four shapes the work usually takes.

linkage icon

A system that only views

Your CMS opens the eHR Viewer but cannot deposit. We add the upload path so records go up after each visit, with no change to how consultations are recorded.

datacenter icon

A hospital or clinic group with its own system

A hospital information system or a group-wide clinic system connected over a fixed IP or VPN, with the annual Security Assessment Checklist. We integrate the system and carry the assessment work.

report icon

A custom system of your own

A patient app, portal or in-house record system that needs eHealth lookup and deposit built in, with the technical and security assessment the eHR Office requires for provider-owned systems.

checklist icon

No system yet

A solo or new practice choosing between the free CMS On-ramp, a connected commercial CMS and CloverX, our own clinic system. We help you pick and set it up.

process

From registration to records deposited.

Most of the time goes into the assessment and testing with the eHR Office, so we start there and run the build in parallel.

We review your registration, system, network and the record types you hold, and agree the connection mode and scope with you and the eHR Office.

Integration into your system: patient lookup, record viewing and deposit, consent handling and audit logging.

Technical and security assessment with the eHR Office’s technical support team, on a staging copy of your system.

Cut over in a window you choose, with staff briefed on consent and upload timing, and the first weeks monitored.

FAQ

We already view records through the eHR Viewer. Why integrate?+

Viewing covers what other providers deposited. Depositing your own records is what the Amendment Ordinance, the certification scheme and the subsidised schemes are moving towards, and it is what patients see in their eHealth app. Integration lets your staff deposit from the system they already use instead of re-keying.

Can our existing clinic management system be connected?+

Usually, yes. eHealth allows provider-owned systems that pass the eHR Office’s technical and security assessment. We add the lookup, viewing and deposit functions to your system and take it through that assessment. If the vendor will not open the system, we discuss the alternatives with you.

Which connection mode do we need?+

Mode A is for private hospitals on a leased line or VPN. Mode B suits hospitals, groups and clinics with their own system, using a fixed IP or ELSA. Mode C is for solo practices, using a fixed IP, ELSA or eHealth Secure Connect. We confirm the mode in the assessment step.

What data do we have to deposit?+

The sharable scope has eleven categories, from identification and allergies to diagnoses, medication, laboratory and radiology reports, immunisations, referrals and medical certificates. Which of them you deposit depends on your registration and system. The rules ask for upload as soon as possible and reasonable after each episode of care.

Is there a subsidy?+

The eHealth+ Connection Support Scheme, announced for October 2025, supports private providers adopting or upgrading to a clinical management system connected to eHealth. Terms and amounts are set by the eHR Office. We tell you what applies to your case in the assessment.

Do we need to replace our system with CloverX?+

No. CloverX is our own clinic system and one option for practices with nothing in place or a system that cannot be opened. If what you have works, we connect it.

How long does it take?+

The build is usually weeks. The assessment and testing with the eHR Office sets the overall timeline, which we agree with you after the assessment step rather than guessing up front.
